Tenth OSRO Meeting
The Tenth MEMAC’s Oil Spill Response Officers (OSRO) Annual Meeting convened in Muscat, the Sultanate of Oman in cooperation with the Ministry of Environment and Climate Affairs (MECA) held from the 4th – 6th of March 2019.

The Annual Meeting aiming to revise, highlight and update all the National and Regional Contingency Plans and related activities to raise the preparedness level of the Region toward the Oil and Chemical spills within the ROPME Sea Area (RSA). Accordingly the Meeting followed up all the ROPME council decisions and the execution level of the implementation.

Furthermore, Capt. Dr. A M. Al-Janahi, Director of MEMAC, declared that MEMAC centre is following the activities in the Region on a regular basis, especially the number, type, and size of ships. Since the ROPME Sea Area is considered being a special marine area under the IMO resolution (56/168) for the special zone in 2008.

Reviewing List as the following :

    • The Status of Member States’ Oil Spill National Contingency Plans, including the last update, field exercise, table-top exercise,
    • Update of Member States’ Oil Spill Equipment Stockpiles,
    • The Status of Member States’ Chemical and HNS Spill National Contingency Plans,
    • Member States’ Chemical and Biological Emergency Spill Equipment,
      • Member States’ Status towards Compiling, Classifying and Building their Own Data Banks of Chemicals and hazardous substances, 6.6 The Oil Pollution Combating Auditing Survey Programme,
      • Member States’ Customs and Immigration Procedures ,
      • Update of the List of Contacts in case of Emergency,
      • Status towards the Ratification of the OPRC 90 and OPRC-HNS Protocol,
      • International Convention on Civil Liability for Bunker Oil pollution Damage,2001,
      • International Convention on the Removal of Wrecks, 2007,
      • Issuance of new Regulations or Instructions or a Directive addressing the need of carrying out an Impact Assessment Study following any incident immediately and promptly
      • Issuance of Regulations addressing Detention of ships which have caused damage to the marine environment till receiving full amounts to cover the costs of clean-up
